When people pray for rain and later it rains, is that evidence the god they prayed to exists?
I just read this nugget of wisdom:
“whenever a state has a low water supply from a main resovoir river, government officials call everyone they can for a time of prayer for rain. And every time, it seems to work because they get rain, even when the Jet Stream for that week points another direction.”

Do people ever test this by not praying for rain, so the results can be used as a control group?
Also: If / when this happens in the U.S., doesn’t a call from government officials to pray to a god means official endorsement of theism over atheism? Is this legal?

Nope. Theists seem to have a hard time with this one. Testing a hypothesis requires us to establish an outcome predicted by the hypothesis and an outcome we’d expect if the hypothesis were false. Then we run a repeatable experiment to see which outcome ends up happening. If the outcome predicted by the hypothesis ends up happening so often that it would be unlikely for it to be explainable by chance (the usual requirement is 95% of the time or greater), then we can consider the hypothesis true until such time as additional information may come along to disprove it.
